It seems that the HTC application is started after the login. Also, on the PC (assuming Windows) one thing that works for me, is that I have to go into Device Manager, find the phone, and pick the option to manually select a driver, then select the generic 'Android MTP device' (or some name like that - can't remember exactly). Re-install HTC Sync, try a different USB port, a different cable.
